I assume you know how to lay down a neat thread base from the eye to the tangent point of the shank and have done so in the photograph.

Tie the stripped end of the herl at the tangent point of the hook with the un-stripped portion overhanging the hook bend. These herls are delicate so you need to work with care.

Advance the tying thread toward the eye, stopping with about 1/3 of the shank remaining.
